Services

ROI provides training and advice for the public sector at international, national and local level. We focus strongly on maintaining commitment for our projects. Our approach relies heavily on building support, keeping stakeholders informed and being responsive to community concerns. ROI’s training services cover the full training cycle (training needs assessment, curriculum development, “train the trainer” programs, delivery of courses, on-the-job training, guidance and counselling, organization of seminars and study tours and evaluation).

Our broad range of services includes:

• Consultancies and feasibility studies for public sector programs, such as program and project formulation and policy evaluation, civil service and administrative reform and good governance.

• Development of in-service training systems including capacity building, “train the trainers”, curriculum development on all aspects of the modern public sector, institutional strengthening and organizational development of training institutes and civil service centers.

• Development and conduct of accredited in-service Executive Master’s of Public Administration (MPA).

• Development and implementation of long and short courses in (sectoral) Public Policy Making and Analysis, Personal Development, Public Leadership and E-Governance.

• Study visits and Summer schools in the Netherlands or abroad on topics such as One Stop Shops (OSS), multi-level governance, EU affairs, ethics and values in the public sector, and Private Public Partnerships. Summer schools can be provided under academic accreditation.

• Government to Government (G2G) cooperation programs (Twinning). ROI is mandated to operate as representative of the Dutch Ministry of Interior Affairs in the EU twinning programs.

• Blended learning: a mix of interactive and e-learning programs. Examples are a transnational program for Dutch and EU Member States on EU policy making (Europe in Action), Public Policy Making (Policy in Action) and Local Government in Action (LGA).

• Diplomat training: training for the Dutch Ministry of Foreign Affairs, training for the new EU Member States, and OSCE chairmanship training.

• Training for European civil servants to successfully operate with Brazilian, Russian, Indian, Chinese and Kazakh colleagues (BRICKs).
