5 November ROI director, Marc van den Muyzenberg, addressed the management and staff of ACDEI at the official opening ceremony of the Twinning project between the Dutch-British/Kosovar Twinning project. The ceremony was attended by the Deputy Prime Minister of Kosovo, the ambassadors to the United Kingdom and the Netherlands, ECLO representatives and various representatives of line institutions.
During his speech Marc van den Muyzenberg shared his experience with Twinning, capacity building and EU integration projects at ROI. He asked for attention to the most important factors for Twinning success which he believes to be:
• Support
• Transparency, Communication and Information
• Ownership and Qualified Human Resources
• Strategic Re-approach and Flexibility
Real and genuine political and bureaucratic support is the most important factor to building a self sustaining capacity on EU integration. EU integration is a cumbersome and lengthy process that requires a great effort from all parties involved to succeed.
EU integration is a multi-facetted process with many players that are prone to miscommunication that could potentially create unnecessary delays. An important steps to avoid this is by establishing systematic communication lines from the outset to avoid any misunderstanding and/or miscommunication.
Ownership on the side of the beneficiary for the entire Twinning Project dossier is imperative. In this project ACDEI and the line Ministries and other Governmental institutions involved in the integration process, will have to focus on capacity strengthening and must keep their valuable and scarce human resources within the system. Drainage of expertise could seriously jeopardize and/or delay the integration process.
The number one priority of the parties involved in the Twinning project should be to achieve all mandatory results. During a period of two years some circumstances and factors can influence the project in such a way that specific activities may need some tweaking or adjusting in order to ensure that in the end the main objectives are accomplished.
