Approach

The countries we operate in have different governing traditions and cultures. We are aware of the futility of blue-print solutions in the presence of deep-rooted governance traditions. ROI therefore adopts a systemic approach to government capacity-building, with respect for the deeply rooted governance traditions of the specific country. Whenever possible, we incorporate the lessons of the Polder model: developing a consensus-driven policy dialogue, and committing to a hands-on, outcome-oriented attitude. Hence our credo: Professionalize through Practice!

We are committed to the notion that the public sector and its civil service exist to deliver high quality policies and products, ensuring satisfaction for the end user, the citizen. We support our clients in developing their own solutions for training and organizational development, by:

  • A systemic approach: organizations operate within their own specific framework of formal and informal rules (i.e. patrimonial relationships) and regulations. We carefully map these rules and regulations, and analyze them as interdependent parts of the organization. Considering this interdependence, we assess possibilities to develop the organization: how is it financed and organized; who are the main stakeholders; and what is the best service-products fit? By conducting this assessment, we support institutional strengthening and capacity building for the whole system, rather than for one single beneficiary sub-system.

  • Situational intervention methodologies: often clients are very ambitious, but need support in articulating realistic objectives and program implementation schemes. Together with the client we develop an intervention methodology, that considers existing capacity, task maturity and administrative culture.

  • Competence-based learning: active and interactive learning methods combine theory and practice, to ensure that trainees gain enough confidence to apply their new skills in their day-to-day tasks and responsibilities. In other words, learning by doing.

  • Learning in professional communities: knowledge transfer amongst peers is often an exciting and efficient learning tool. We therefore stimulate cooperation and sharing of best practices among civil servants and experts from various backgrounds.

  • Hands-on experience: our experts often are (or have been) civil servants themselves and have the necessary background and experience to create results from the very first day of their assignment.
